Heat oil in a large pot over medium-high heat. Add onions and sauté until beginning to soften, about 3 minutes. Add turkey, chili, cinnamon, nutmeg and allspice. Cook for 3 minutes. Add tomatoes with juices, water, raisins and vinegar. Increase heat and bring to a boil. Cover, reduce heat to medium-low and simmer 20 minutes. Remove cover and simmer an additional 10 minutes. Season with salt & pepper to taste, serve over rice.
